It relates to the steps or whatever you may call it of the scale you're in, the Vs, Is and Xs are roman numerals (I being one, V being five and so on).
So you have a scale, in this example right here apparently G major (G A H C D E F#) and you build a chord progression with the notes in:
Take the VI, sixth chord of the scale which is E (although the dude plays Eminor, the parallel), the IV, the fourth chord of the scale which is, as already said, C and V, the fifth chord of the scale - D.
